When you are stuck in traffic, and it's moving slowly because of a car accident.

I have lived all over the country and have always called it "rubber-necking", when drivers are slowing down to look at a car crash.

It wasn't until I moved to South Jersey, had I heard the people who are closer to Philadelphia, call it a "gaper delay".  Here in South Jersey is the ONLY place I've ever heard it called that.
