Dumpster Swimming Crack Down in Philly

There is nothing more refreshing on a hot summer's day than sitting in the middle of the street, in a garbage dumpster filled full of water. 

But now, city officials in Philadelphia are totally harshing your mellow if you want to have some good, (some would argue) CLEAN fun.

The main rub with lawmakers is that they don't want people filling dumpsters with water from the fire hydrant. Also, putting a giant medal dumpster in the middle of a residential street without a permit, kinda makes it hard for people to drive.
