Seriously, What is This?

I was digging in my pocket, when I found this all too familiar packet in my pocket. I've seen it before, but I have ZERO idea what it's there for.

Whenever I buy a new jacket, its typically there just hanging out in the pocket. I know there's little gel balls inside (I've opened it before), you're not supposed to eat it, and it doesn't have a smell.

So, seriously -- what's the point of this little packet?
