Bizarre Thing in Public Restroom

I've never seen anything like this in a public bathroom. I was so surprised by it, I had to take a picture of it (and got a few odd looks when I took the pic).

It's a "sanitary" door opener. Hmmm. I'm surprised we've made it this far as humans, without having this already. And are people THIS afraid to open the door with their hand?

I found this on the back of the public restroom door. It's about shoulder high, above the door pull. After using it, I guess you have to go back and wash your wrist. That's what I did.
