Toni Yates, an Eyewitness News reporter, tweeted to Newark mayor Cory Booker, according to People.com:

"Make pet owners get their dogs out of the cold. Saw 2 dogs freezing."

Within four hours time, Booker arrived with a police escort to help save the shivering one animal.  He told Eyewitness News:

"This dog is shaking really bad and you just can't leave your dogs out here on a day like this. Hypothermia on any animal will set in pretty quickly. So this is very sad."

Booker and his team located the dog's owner, who said he had no idea how his pet, named Cha Cha, had managed to get out, but that he would be there soon to reclaim him.
