Spring Garden TLC Needed

The first tulip of the spring has emerged from my garden.  Currently, my flower beds are a travesty, because I'm lacking a green thumb even after 3 years of home ownership (which is evident from my twisted garden hose, overgrown shrubbery and faded mulch).
