9 Endangered People in Philadelphia, PA, Went Missing in the Past 30 Days
Over the past 30 days, nearly a dozen people that are considered to be endangered have gone missing in one of the nation's biggest cities.
And while the Philadelphia Police Department won't release details about exactly why they are considered to be endangered, as you'll see below, many are senior citizens well into their 80s.

Kathleen Florentino
84-year-old Kathleen Florentino was last seen at her residence on the 7200 block of Brous Avenue at 10:30 PM on Friday, July 28th.
She stands 4' 10", weighs 120 pounds, has brown hair and eyes, and is wearing a blue sweater, jeans, and purple/black sneakers.
Richard Williams
58-year-old Richard Williams was last seen on July 18th on the 1200 block of Ludlow St.
He is 5’ 6” tall, 220 pounds, with black hair, brown eyes, and was last seen wearing a grey t-shirt, red shorts, and sneakers.
Primitive Morales
56-year-old missing endangered person Primitive Morales was last seen at around 1:15 Sunday afternoon, August 6th, on the 2600 block of N. Jessup St.
He is described as 5’ 7” tall, 200 pounds, has "cookie" tattooed on his left arm, and was last seen wearing a blue hat, dark-colored shirt, and gray shorts.

Maurice Boyd
21-year-old Maurice J. Boyd was last seen on the morning of Tuesday, August 15th, on the 2400 block of Marston Street.
He is 6' 1", 145 pounds, with black hair and brown eyes.
He was last seen wearing a black t-shirt with white writing, dark pants, dark shoes, wearing eyeglasses, a white medical mask, a black backpack, and carrying a black tote with a black lunch bag.
Patricia Walker
The Philadelphia Police Department is requesting your help with locating missing endangered person Patricia Walker.
Walker is from the 5700 block of W. Oxford Ave. and was last seen on Friday, August 11, 2023, on the 2100 block of Oxford.
She is 61, 5' 4", with a thin build, a medium brown complexion with short-length grey hair and brown eyes.
Mary Lou Ruffin
88-year-old Mary Lou Ruffin was last seen at around 9:00 on the morning of Tuesday, August 8th, on the 2200 block of S. Lambert St.
She is 5' 3", 120 pounds, with a medium-dark complexion, and may have a wig on. If she is not wearing a wig, her hair is all gray.
John Luckner Delice
Philadelphia Police are seeking your help finding missing and endangered 66-year-old John Luckner Delice.
He was last seen at around 5 PM on July 25th on the 4100 block of Markland St.
Delice is 5' 8", 160 pounds, and was last seen wearing a brown long-sleeve pajama top, camo shorts, and two different shoes.

Sylvester Tucker
The Philadelphia Police Department is asking for your help locating missing endangered person Sylvester Tucker.
He was last seen on Sunday, August 6th, at 10 AM on the 2800 block of Germantown Ave.
Tucker is 83 years old, 5’ 9”, and 125 pounds. It is not known what he was wearing when he disappeared.
Ruby Smith
On Thursday afternoon, July 27th, Ruby Smith, who lives at on the 900 block of North Carlisle Street, was last seen leaving Jefferson Hospital from the 11th Street side towards Chestnut Street and turning right onto Chestnut.
68-year-old Smith is of medium build, stands 5' 7", weighs 170 pounds, and has brown eyes and black hair.
He was last seen wearing grey sweatpants, a grey hoodie with the letter “E” on his left chest, a blue shirt, a black hat, and black sneakers.
Police say Smith likes to visit the Penns Landing area.
