Authorities say on that morning, officers responded to California and Arctic Avenues in Atlantic City for the report of a homicide. There, cops found Matute-Figueroa who had been fatally shot.

Shill said in a statement, "This multi-jurisdictional, cooperative homicide investigation completed by law enforcement agencies in Atlantic County, Cumberland County, Texas and Puerto Rico has resulted in the arrest of a fugitive who was wanted for the murder of 42 year-old Juan Matute-Figueroa last month in Atlantic City. I thank and commend the investigators of the ACPO Major Crimes Unit and all of our law enforcement partners for the work they have completed on this investigation and for their swift action in the apprehension of Frank Torres-Lopez that has resulted in these murder and weapons charges."

Torres-Lopez has been charged with first-degree murder and related weapon offenses.

His transfer to the custody of the Atlantic County Prosecutor’s Office Major Crimes Unit is pending legal proceedings in Puerto Rico.

The public is reminded that charges are accusations and all persons are considered innocent until proven guilty in a court of law.
