Who’s Bullying Who?

Let me start out by saying--that in NO WAY am I wanting to condone bullying of any kind.  Trust me when I tell you, nothing gets under my skin then seeing a kid bullying another kid.  Lately, we have been seeing a ton of bullying laws.  The question now is, "who's bullying who?"  Allow me to explain what I mean by this question.A good friend of mine has a child who is in Kindergarten.  The boy was playing around with his friend, and apparently the teachers classified this  as "bullying", and basically followed every bully law in the book by sending him home.

Now, do you think  this will solve the bullying issue?  I like affirmative action and all, but where is  the positive reinforcement?

Is the new bullying laws...bullying the bullies?  What are your thoughts?
