Absecon Sign Makes No Sense

Every time I see this road sign, I can't figure out what it's supposed to mean. I had to take a picture and ask if anyone knows.

The sign is located near a facility for blind people, and clearly depicts a blind person who is walking with a cane. You can also see that the arrow on the sign points to a sidewalk and a crosswalk.

Is this sign supposed to be showing blind people where to cross the road? How are blind people supposed to see this sign, showing them where the crosswalk is?

Surely, I must be missing something, because I can't figure out for the life of me what this sign is supposed to mean.
